Libraries or schools may be able to use copyright work without permission, everyone else should be careful, it belongs to someone. Ever after they’ve died for the next 70 years. 

The respobility to challnge copyright infringement is with the person who made the item. Check to see if they could use it before you claim agaisnt them. 

Licences can be granted to people or organisations to usew items if they want to use a copyrighted item but they are unsure who owns the copyright. 

The Licences Register should always be cecked first to see who owns something. It can also show if someone is registeing a license to use your work or already has.  If your work is registered, but not by you may be apply to apply to have the registred amended or the license revoked.
